Small businesses owners and those who are self-employed make up the backbone of our economy in NY-19. As a member of the House Small Business Committee, I am working to fight for our small businesses and the self-employed to make sure they have the resources they need during this challenging time. I introduced the Small Business Repayment Relief Act which would ensure that every small business with a qualified Small Business Administration (SBA) loan automatically be relieved of their loan payments—including principal, interest, and fees—for the next six months. This assistance would be a lifeline for hundreds of thousands of American small businesses fighting for their survival over the coming months, including the 27,000 small businesses and self-employed owners in our district.
Further, Congress passed two bills so far to address this crisis, including an emergency supplemental funding bill with loans for small businesses affected by the virus. Small Business Disaster Loans
The SBA has declared an economic disaster in New York state. If you are a small business owner in NY-19, you are eligible for an SBA economic injury disaster loan. To apply, please visit:https://disasterloan.sba.gov/apply-for-disaster-loan/index.html. Applicants are encouraged to submit their application online. If you have questions or need assistance compiling the financial information, please contact the local SBA District Office or your local small business development center.You may visit www.sba.gov/local-assistance to find local help. As of 3:30pm, March 25, 2020, Columbia County has 19 positive cases of COVID-19. We have received 254 test results completed for Columbia County residents. There are 85 under mandatory quarantine and 30 under precautionary quarantine. There are 9 residents with suspected, not tested cases.
Volunteers are critical for emergency response in public health.
The ServNY volunteer management system, administered by the NYS Office of Health Emergency Preparedness (OHEP), is a registry of those willing to assist on behalf of New York State during an emergency. Currently, 6,546 people have volunteered to help when needed.

I write to update you on the novel coronavirus (COVID-19) pandemic that is gripping our state and our nation.
As you may know, in order to slow this pandemic, I put New York on PAUSE. That means non-essential businesses are closed and gatherings of any size for any reason are canceled. All New Yorkers are directed to practice social distancing — by staying home and keeping six feet of space from others when in public.
Grocery stores, pharmacies, gas stations, liquor stores and other essential businesses will remain open. For a full list of essential businesses that will remain open, click here. For more information on New York’s COVID-19 protocols, visit the Department of Health’s Coronavirus website.
I did not make these decisions lightly. They are necessary to reduce the spread of this virus and save lives.
We know that many New Yorkers are suffering financially as a result of this pandemic — which is why I issued a 90-day moratorium on evictions and on mortgage payments. The deadline to file taxes has been postponed. We will continue to take action to help New Yorkers who are facing economic hardship.
Today I went to the Javits Center in New York — where we are gathering medical supplies and beginning construction with FEMA on a 1,000-bed temporary hospital. We are working closely with the federal government to expand hospital capacity by thousands of beds.
Right now we are facing a generation-defining challenge. But America is America because of our ability to overcome adversity and challenges. I believe that to the bottom of my soul. We will overcome this and we will get through this and we will come out even stronger.

Governor Cuomo is signing an executive order “mandating that 100% of workforce must stay home, excluding essential services.”
The order, which Cuomo announced on Friday, March 20, excludes businesses such as pharmacies and grocery stores, along with essential services such as utilities and Internet providers.
In addition to the workforce order, all non-essential gatherings of individuals in New York state are now canceled — “of ANY size for ANY reason,” Cuomo said via Twitter. The ban applies to any party, celebration or social event.
